The Western Capital (西都, Saito?) is the capital and largest town of the Western Province. Previously led by the Yi Clan, it is currently led by the You Clan. Leadership of the western capital passed to Gyoku-ou after Gyokuen left for the Royal Capital. After Gyoku-ou's murder, his eldest son Shikyou became the new leader.
